One of the things my niece wants to do when she gets here is have her
picture taken in front of the Welcome to Las Vegas sign. Is there a
safe way to get over there? Driving by it, I've never paid that much
attention, but I don't want her running across 3 lanes of traffic!

Most people just drive over the curb, park in the dirt, get out, snap the
pic, and get back in the car.

There's plenty of room for that kind of thing, it happens many times every
day, and no one cares in the least.

If you're driving a low rider and are afraid to damage your undercarriage,
you can park in whatever motel or business is closest (Klondike, IIRC),

and

time your dash across the 3 lanes with the lights. There's usually plenty
of time if you wait until oncoming traffic stops at a red aways down the
road.

Whenever I had friends visiting me in town I did the curb jump thing.

Your

biggest problem may be finding a time when somebody isn't making a film

and

hogging all the space with their equipment.

It is on The Strip a few hundred (?) yards south of Mandalay Bay.
