I think at least four of my kids at one time or another had jobs as
waitstaff. Most people don't know, but their salary is something like
$2.10 an hour, and that their W-2's reflect a 6-7% assumed gratuity on
what they have served. So, if you don't leave any tip, they will owe
taxes on what they did not receive.
Bad service is never excuseable, but I think that complaining to the
management is more appropriate than leaving a token tip or none at all.

I agree. As a former bartender and waiter in my early days I made
minimum wage (or less) and depended on tips.
I also appreciated if a patron was leaving a couple of dollars for a tip
if they left me bills rather than change (though I would be happy to
take the change). For some reason a dollar bill seems like more money
to a server than 4 quarters. Just my opinion though.
