I have never heard of this. Tipping is optional in the United States. I
have been dining out for many years and I have only needed to use the
option of not tipping a handful of times, and never in Vegas. I
routinely leave 15% tips in Vegas when I dine out for average service
and I have never had a problem or been challenged. I only tip extra for
extra good service.
