That pretty much happens everywhere, and isn't really indicative of Vegas.
3 blocks from where I live (Just outside of Vancouver, BC) a developer
wanted this 1 block square of land to put up a mall, a residential tower, 5
star hotel and an office tower... this one guy owned just 1 acre of land,
but it was the key piece... he held out and eventually got $2M Cdn for it,
back in the mid 1990s.
