A well executed disaster management plan at the federal level,
prepared in advance and communicated to the lower levels of
government. Recognition, in advance, that drinkable water is essential
to keep humans alive, and that four days isn't fast enough.
Recognition that a disaster of this magnitude will overwhelm most
state and local governments, and prepare accordingly.
This was Keystone Cops on a grand scale, compounded enormously by the
fact that we had plenty of notice that this was coming. Made even
worse by the fact that we are in the post 9/11 era, and era that has
been dominated more by debates over gay marriage and keeping brain
dead people alive than preparing for what we all know could happen.
The mantra of "we fight them over there so we don't have to fight them
over here" doesn't negate the fact that this event has tested our
national security efforts and we have failed miserably.
It doesn't make a difference whether the levees failed because of
natural causes or a well executed terrorist plan, we've been caught
with our pants around our ankles. If we can't get fresh water and food
dropped in to stranded people in less than four days (with PLENTY of
advance warning) then what can we expect when there is a crisis in
another population center.
This affects everyone in the United States, especially those that live
in major population centers where the flow of life sustaining
commodities can be easily interrupted. So the people of LA, SF, NY,
Chicago and a number of other cities should be aware that when the
shit hits the fan in there town help will be there..... eventually.
Face it man, the Feds failed miserably. It just so happens that your
boys have been the party in power since 9/11 and we now see that they
have failed miserably in addressing what is ultimately an issue of
national security. And I'd be saying the exact same thing if there had
been a Democrat in office.
So how hard is it to set up a cache of food and water, in advance, and
an easily executable way of cutting through the red tape and bullshit
to get those supplies where they are needed in an acceptable time
frame?
The question is not what does Bush have to do to get credit, but what
has to happen before your party will accept any responsibility? For
anything!
And since I'm on a rant:
I keep hearing the excuse that there's nothing the Feds could have
done without state approval/requests. The Feds don't have any trouble
at all stepping in when the states pass a law they don't like. This is
ass-covering on a grand scale.
