What happened here? No context? You are usually so good about this.
A panel is an insert. The automobile panel that comes to mind in the
above is a door panel.

passenger-side panel, and the front door panel, but the idea is the
same. In this case, it might be two panels: the black part and the
tan part may be separate.
The intriguing part of this contextless bit is wondering what you are
reading now. A book about drug smugglers hiding packages of cocaine
behind the door panels? A "French Connection" scenario?
There is a possibility that the panel in question is external, but
such a panel is usually further identified: driver's side rear
quarter-panel. If this is it, you are probably reading a bodyshop
estimate for the repair of your car and are in such a state of shock
at the price that you didn't supply context.

In bodyshop language, a "panel", more commonly referred to as a
"quarter panel" is a section of the automobile that can be replaced.
Bodyshop people express this by saying "Gonna have tuh replace that
there whole rear quarter-panel" while mentally sighing with relief
because they've found a way to make the month's boat payment.
I can Google an image, but every body style of car has a different
configuration for the rear quarter-panel. It's the section behind the
rear wheel that is replaceable. The size and shape will vary by body
style.
