As far as I'm concerned, for the basic computer user Windows is free.
The basic user isn't on a scratch-built machine. They are on a
machine that came in a box with the OS as part of the package.
If that user bought the machine in the Windows 98 era, and upgrade* to
Vista would require buying Vista. However, that machine is probably
so out-dated in other areas that a new machine would be purchased.
I bought my present computer in the Windows 98 era. I had a little
trouble upgrading to Windows XP, but I made it with the loss of only a
few software packages, like for example my _Random House Webster's
Unabridged Dictionary_ on CD.
I'm now shopping for a new computer with Windows XP instead of Vista.
I've found one at HP, Gateway has announced one along with support for
the operating system when Microsoft walks away from it, and I've seen
mention of XP on some of the computers on a Dell Web page that I have
to go back and look at more carefully.
From what I've heard of Vista, I don't want it.--
