The St George's flag has been appropriated - let's not mince words - by
racists, but it remains the flag of the Church of England, and of England as
part of the Union. If I flew it or wore it, it wouldn't be, in my own mind,
anything to do with football or ***-stirring (not that I shall, anyway).
Software that has a choice of language often identifies the languages in
a pick list with a flag alongside which is frequently the Union flag for
English. Spybot, which searches for undesirables on your machine, uses
the St George's flag.
