Synonymity is a collocation issue, not merely a lexical issue.
It's not whehter "hosue" and "home" can mean the same thing
lexcially (denotatively) but whether they have the same use in the
language game: the sentence, communication.
You seem to be implying that "house" and "home" are lexically the
same. They are no such thing, however many salesmen abuse them. A
house is essentially a place of shelter, as you say; home is where you
belong (ask any arrow), the place where, when you go there, they have
to take you in, the place you somehow haven't to deserve.
