Yes, fraud prevention. Some people are quite paranoid about it.
The advantages for fraud protection are twofold: first, you offer one less
target; second, if you can use a credit card instead with the merchants you
deal with (and almost always you can), you get the extra legal protections
that credit card transactions receive here by federal law (mostly, the
limit on liability for fraud).
In addition to fraud prevention, you, instead of the card issuer, get to
keep the float.
That's well and good for those who are careful with their money,
and can always pay off the statement when it arrives, but for
many people credit cards can be a dangerous thing because they
can allow you to spend maony you do not yet have, and somehow you
don't want to spend all the money needed to pay it off so the
interest begins to accrue.
I remember well my foolish younger days when my first wife and I
were dodging credit card comapny phone calls. We got pretty deep
in the hole. On the other hand, I will say that the overspending
got us some very good times.
An ATM card only allows you to spend money you actually have, and
with any care at all the PIN is pretty damn good protection.
In these parts for the last year or two we have had to use a PIN for
Credit Card shop purchases as well. For years we have needed one to draw
cash from an ATM with one. I only do that when overseas, generally in
France, and I put my card in credit by a bit more than I anticipate
spending before going since there is no transaction charge for drawing
from an account that is in credit whereas there is always a charge for
overseas use of my regular ATM card.
My CC account is currently in credit for a quite different reason, someone
unknown in Ranelagh on the south side of Dublin paid in $400 on May 28th
which ended up as EUR249.44 in my account. The bank say that the account
number is perfectly clear on the paying in slip and is mine. They are
continuing to investigate.
