He spoke too quickly *to understand.
He spoke too quickly *to be understood.

She's too young *to be sent to school.
She's too young *to send to school.

It is too heavy *to be carried.
It is too heavy *to carry.

May I ask which one of each pairs is most suitable?

All of them have "too...to" expression, but they didn't always seem to
use only passive or active voice.
