Not in my experience (having been one). Those interested in either
being or hosting an exchange student generally apply to an
exchange-student agency (mine was YFU, Youth for Understanding
International Exchange), which matches students with volunteer

While the internet has opened up the search process, most people would
not know where to find an agency for this purpose. Going through the
school, to find an appropriate agency, is the normal route.
