Pushing someone off the side of a building is probably considered a
crime. You could say that the person should not be standing where he can
be pushed but I'd not like to defend that in court even if the person
was a trespasser.

I'm unable to come up with an application of it in the case of the bicycle, but
"failure to act" may actually make it a crime to step out of the path of someone
on a rooftop charging at you....r
