It's become fashionable in England during the last twenty years or so.
My impresh is that it's the pollies who started it, and who are still
the group most likely to use it. This would be unsurprising,
considering the disproportionate number of Scots in Westminster and
Whitehall. I find it a little strange, though, that the corresponding
inwith hasn't taken root south of the border.

I've never heard it north of it, FTM.
