This depends on the situation. In UK English, it will sometimes come
out as "Please", although this doesn't work so well in US English
(e.g. "Please do not lean out of the window" becomes "It is an
offence under Federal law to lean out of the window".)

That's "offense".

I've probably mentioned previously the railway car I was in once
in Switzerland, where that notice was provided in six languages.
(I forget which six; maybe the four official Swiss languages plus
English and Spanish.)

In three languages it said "do not lean out of the window", but in
the other three it was left up to the passenger's judgement: "it is
dangerous to lean out of the window".

I leaned out of the window (to take photos, of course), being careful
how I did it, because I'd been warned it was dangerous.
