I'm not sure what you're on about (a BrE speaker is probably not
qualified to speak on AmE anyway), but to me the sentence is
ambiguous.

Did the inspectors (a) merely drive through parking lots that they
later reported as having inspected, or were they (b) supposed to
inspect the businesses but instead just drove through those
businesses' respective parking lots?

I understood the latter. My problem was with the structure of the last
clause.
