Hi,
It is my understanding that in most of the cases, " to be + past
participle" is used as a passive voice. For example, "I am told that I
am intelligent" OR "he is thought that he is lazy".
Others have tackled your main question, but I wish to point out that you
can't say "He is thought that he is lazy." What could be said is "It is
thought that he is lazy."
"It is thought" = "Other people think"
