It's certainly not dispositive -- a native speaker certainly _could_

errors in a piece of writing of such length would suggest to me that it
is probably not a typo.
But it was! My native language is German, and even though our
capitalisation rules are quite different from those in English, we would
capitalise Latin, too.
Only when it's a noun meaning the Latin langage (Ger: Latein) -- not (as in
your posting) the adjective "Latin" (lateinisch) as in "too many Latin
words"/"zu viele lateinsche Wörter" (I think).
By the way, I would almost certainly use "latinate" rather than "Latin"
(adj.) in this context (assuming you meant English words derived from
Latin, rather than actual words of the Latin language: e.g. "adjectives"
rather than "nomina adjectiva").
This guy's written English is obviously spectacularly good for a
non-native, however keen he is to improve his command of spoken idiom
(which I suspect is rather good, too).
If only you knew ;-) I tend to make stupid little (and not so little)
mistakes all the time. Most of them don't bother me too much, mainly
because I know better and tend to make them only when I'm not paying as
much attention as I ought to. It's the more subtle things that I do
*not* know better that I'd like to improve.
But thanks a lot anyway!
