You mean because the fiendish orientals read right-to-left? I never
thought about it before.
No, I don't think it's an East/West difference. Historically, Usenet
posts from technical people have gone at the bottom. Email replies,
however, go at the top. In general, the more technical or old the
group of regulars in a Usenet group, the more likely it is that they
will bottom post.
Those who do not like bottom posting are probably annoyed by having
to read through pages of quoted material before reaching the new
lines. This is caused by bad practice on the person doing the
replying.
In the end, it's a question of style for users of any specific group.
But top-posters are Evil.

Maybe it has nothing to do with right-to-left reading.
But I ever confused that why the eastern people are more likely
top posting and the western bottom posting?
It is more likely 'when' a newsgroup started, but I am guessing.
Email is usually anwsered above the original post so if a group
started after email became common then it may post above.
The "CORRECT"(tm) way is to interweave your responses with the
original text so that other readers understand what point you are
referring to.
I find answering email with a top post very annoying but due so for
short responses just to keep the colleagues from holding a lynching
party.
That said, top posters are evil and we should contract the Daleks to
handle the problem.
