This is best:

'Text A provides further guidance on criteria, such as water
quality and emissions.'

It's redundant to combine "such as" or "for example" with "and so on"
or "etc." All of these phrases imply that the examples are a partial
list of possibilities.

In my opinion, the same is true with "including", as it implies an
incomplete list.

For years I have eliminated "and so on", "and so forth", "etc." and so on
(!) from such sentences. I'm sticking to my guns: it's a redundancy.
