No idea. It might be a mistake.

b) pep-squad

In the US, a school club that attends football games and cheers noisily
to improve morale. A rooting section. (No Australian jokes needed.)

c) to take a moral hard line (= to have a rigid moral attitude?)

On a particular issue, yes. "On this question, we must do what is right,
not what is easy or popular or profitable..."
