I have seen an older discussion about this in this, and similar, groups
but it would appear that it was not completely resolved. One post said
to use "a" with h+{long vowel} and "an" with h+{short vowel}. Another
post said to use "an" iff the "h" is not pronounced, as with "hour".
Does it also vary between American and British English? (I am
submitting a paper to an American scientific journal.)

"an" is used before a word that starts with a vowel sound.
"a" is used before a word that starts with a consonant sound.

Therefore:
"an" before a silent "h"
"a" before a pronounced "h"

an hour
an honor
an herb (in the US)

a horror
a historic occasion
a herb (in the UK)
