I tend to just hang up, though occasionally, I will tell them I don't
respond to cold calls, and to just stop calling me. Then I hang up. At
no time am I polite to them. They do not deserve politeness.
The politeness is not for them, but for one's own sense of self.
Politeness is a form of acceptance of their harassment. Please note
that I do not consider it rude to either hang up or to tell them I
don't respond to cold calls before hanging up.
To be rude to them would consist of actively telling them what to do
with their phone.
The closest I come to being rude is to tell them not to call me again.
I do this only after receiving several calls from the same outfit.
They are required by law to remove me from their call list if I ask
them to, though it takes 30 days or so to have them stop invading my
privacy and wasting my time.
ObAUE: SAfrE [at least] has this interesting use of "not to be", e.g. "Not
to be[1] rude, or anything, but I don't respond to cold calls. Good-bye.

That's a common phrase in Canada as well, but I don't see it as
changing the tone of the rest of the sentence. Saying "Not to be rude,
but please *** off." is no different than saying the two pertinent
words.
