fully qualified surgeon, he or she is "Mr" (Miss, Ms, Mrs), not "Dr". An
optometrist can, I suppose, prescribe simple remedies, as of course can a
pharmacist (or "chemist" as we often say). That seems much like the case in
Florida, except perhaps that the UK remedies might not all be OTC.

Your chemists are legally allowed to prescribe "simple remedies" that
are not OTC? Can you give us some examples?

That's true in many European countries. My wife obtained an
allergy medicine from a Finish pharmacist/chemist/apoteek that
was not obtainable over the counter. I beleive ibuprofen is not
OTC in England, but obtainable from the chemist.

No, you can buy ibuprofen in the supermarket in the UK.
