Yes, I think that's basically right, as far as it goes, but see below.
If true captains of industry and finance are going to live anywhere in the
New York area (LMAIA), leaving aside the case of Manhattan, it would
probably be some specific parts of Westchester County or Fairfield
County, as I noted. However, a captain of industry and finance might
have a summer home in Southampton, say. But note that Westchester and
Fairfield Counties both contain impoverished smaller cities and suburbs
as well as complex small cities that contain all kinds of social classes.
I gather that nothing like that is true of Surrey.

Oh, Surrey contains small cities (BrE "towns") that contain all kinds
of social classes, and impoverished suburbs, yes. But the poorer parts
are small and discreet (when they built the council estates, they would
have made quite sure they were well hidden), so the overall image is of prosperity.

Councillor Huntbach might be thinking of the 1920s-era Long Island
depicted in _The Great Gatsby_, but even there, West Egg was not
especially posh, though East Egg may have been. I'm not familiar with
Orlando, but I'd think that there are plenty of places on Long Island that
match the prosperity level of the most prosperous parts of Orlando, though
perhaps not reaching the poshness level of a Surrey. To that extent,
Coop, your "far, very far" makes me raise an eyebrow.

Councillor Huntbach no more. The elections (in which I did not restand)
were on Thursday, though I'm told legally I remained a councillor until Monday.
My legacy is that my party has gone up from winning 4 seats in 2002 to
winning 17 seats this time. In my ward of Downham, we won a higher share
of the vote than any other party won in any ward (apart from Labour in
Evelyn ward, which no oppositin party seems to have done anything in).
