Usenet is an international forum, so your (presumably)
American perspective on this issue is rather misplaced.
There's a standing joke on the Internet that a poster who writes
"around here," "in this country" etc can only mean the United
States because few Americans seem to be able to imagine that
what they're writing can be read in Mongolia and the rest of
the world.
