I wonder if Sir Humphrey ever knew that?
British Consulates need to see an apostil if the marriage took place in a
country that is not a signatory to the Hague Convention. Otherwise not.
For the US, they use the Doctrine of Comity. Same holds for divorce.
Just because they are supposed to see an apostil, before issuing the visa
does not always mean they will remember to do so. But if they remember
about it, and you don't have one, then you are stuffed and can kiss goodbye
to £500.
