mom Maugham

All these are clearly distinguished in Australian. The odd one out is "mom" which is pronounced not with the "cot" vowel but with the "cut" vowel, as reflected in its spelling here ("mum").

I'd argue that "mom" and "mum" are not the same word, rather than being two different pronunciations of the same word.

How can they possibly be two different words when they are used in two varieties of the same language to mean exactly the same thing?

It's like saying colour and color are two different words. That is an exact parallel.

They are functionally the
same, or similar, but not actually the same,

In what way are they not the same if, as you say, they are functionally the same? You will not be able to support this argument.
