It's just such a mess that it's indecipherable without more context,
and maybe even with more context.
I'm making a guess that it might mean this:
The Circular also states that its policies do not create a basis for
discrimination among standards developed in the private sector, in
matters of agency procurement or regulatory activities. This applies
whether or not such standards are developed by voluntary consensus
standards bodies.
