How will it hurt Digital OTA viewers?

There are still 100+ stations with no digital broadcast. Those
stations may be stuck until June 13 with the complicated start over
Public Notice from the FCC
(http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-09-6A1.pdf).

Several hundred other stations are stuck at low power or reduced
digital coverage until they can switch to their post-transition digital
broadcast or replace the antenna used for analog on top of the tower
with a new one for their post-transition operation. There are also many
OTA viewers in the outer fringes who get interference from analog
broadcasts in other markets that block reception of the digital
broadcasts. Digital reception for many stations will continue to be
limited until the analog shutdown is done.

Delaying something that you have never had is a minor inconvenience. People should stop whining.

Gee, Dr. Phil, tell us more.
