No. It might actually get a bit worse. I've noticed that a splitter with
an open leg has a bit less loss than one that is terminated or connected
to something.
On the other hand, leaving it open can lead to interference.
Leaving unused ports open also upsets the impedance matching, leading
to echos in the antenna cable. In analog TV, this would look like
ghosts. In digital TV the echos can interfere with demodulating the
digital signal.
