The typical consumer HD TV in the US will not support PAL as a input format. The broadcast formats in the US are analog NTSC (SD 480i) and digital ATSC. Cable TV uses NTSC and QAM (digital). Why should the TV manufacturers provide PAL format for consumer TVs unless it happens to be a zero cost throw-in?
If you want a display that takes PAL resolution/format, look at commercial/industrial grade monitors such as the Panasonic commercial plasma panels. They are sold for professional use internationally so the support 50 & 60 Hz power and a range of formats. I have a Panasonic TH-42PHD7UY 42" commercial plasma which has no tuners or speakers, but will accept NTSC, PAL, SECAM, various HD format inputs via the composite and component connections. I have never tried SECAM or PAL input, but they are listed in the manual as supported formats.
