The fact that this statement is correct does not mean that it applies.
It is
no different than the government coming in and taking his TV set away

telling him to buy a new one, or he can have his set back for $40-$70.

the coupon program does it reduce that $40-$70 figure to $0-$30. It is
still
a taking of the expectation of a previous purchase (the NTSC TV).

You do not own gasoline you haven't purchased. There is no government
obligation for property you do not currently own. OTOH, if you currently own
an NTSC TV, there is some government oblation to compensate the loss of
property. One precedent is eminent domain, which limits the government to
take property for public use and to pay just compensation. Second and purely
political, are the legislature's fear of being voted out of office when
grandma's TV no longer works.
