You've failed to understand this coupon program is for a cheap converter, not a cheap antenna. The government's coupon program for cheap antennas will begin after 1Q09. It will be a two-tier offering, one for inside and one for outside antennas. Rumor has it that government safety inspectors will do follow-up inspections to ensure people haven't violated safety rules by installing 8-bay VHF/UHF combo antennas on their coffee tables, or bunny ears on the roof. Some of us don't have a coffee table big enough to hold an 8-bay VHF/UHF combo. Mine would only support a four bay.
