Yup, you're missing something. What you are missing is that the government
has decided to make the NTSC set he paid for, and expected to be able to use
for the life of the set, no longer work. The purpose of the coupon is to
at least _partially_ cover the cost of making the NTSC set he paid for, and
expected to be able to use for the life of the set, continue to work when all
the OTA transmissions are in ATSC.

Even had the feds not made converters an entitlement program he still would have been able to buy one for the price of a couple of cartons of Lucky Strikes and a six pack of ABC Beer.

But I don't smoke or drink.
