It'll be getting 24 fps from a film on a DVD or 30 fps from a video
source. so what difference does it make?

Don't mix up "Refresh Rate" with "Response Time".

A "Refresh Rate" of 120Hz is not equal to a "Response Time" (of each
pixel) of 1/120= 8ms. Alttough a 120Hz displayd frame rate would need
a response time in that order to be meaningful.

(A given LCD panel might be specified as 4ms but the corresponding
figure for a plasma panel is not relevant. The decay time is however
relevant for a plasma panel but not normally specified. Look for
"Image Retention" wich causes slowly fading of bright areas in
following dark areas.)

In a 120Hz display using Motion Compensated Frame Interpolation
(MCFI), there can be new (calculated) picture content each 8ms. This
is different from using a multiple of 24 (72,96,120 etc) refreshed
with repeating content to achieve an effective display of 24Hz (to
avoid 3:2 sequencing at 60Hz).

MCFI can however smooth the motion in 24Hz film play back (25Hz in
european broadcasts). It can be good also with 60/50Hz broadcast
interlaced material to reduce the motion blur that is created in our
eyes.

However, plasma displays "blink" and need a higher Refresh rate in the
panel to increase the frequency of the blinking. This is needed also
without any MCFI, but in principle, low frame rate judder of 24Hz film
material is visible also on a plasma display so it could benefit from
MCFI.
