Did the TV stations there agree to this, or get enough advance notice to
adjust their plans?

I'm sure the 4 full service TV stations in the market were consulted
in advance and agreed to the early shutdown. All four of the stations,
WUNJ PBS 39, WSFX Fox 26, WECT NBC 6, and WWAY ABC 3 are already on
their final digital channel assignment and broadcast power. All they
have to do is turn off the analog transmitters. That was undoubtedly a
major factor in the FCC selection process for a test market for an early
analog shutdown.

However, CBS in that city is provided by WILM-LP 10, a low power
station (at only 75 Watts!). From the reports, it appears that WILM-LP
will have a digital broadcast up and running by September 8. A check of
the FCC database shows a Construction Permit has been granted for
WILM-LD (-LD = low power digital) on UHF 40 at 7.5 kW, so WILM is
authorized to start up a digital broadcast. WILM-LD will have a much
larger coverage area than the analog WILM-LP.

According to a report on the Nightly Business Report, the PBS station
is exempt. NC will be in the middle of hurricane season and at least
one analog station will be on the air for emergency broadcasts.
