How is charging the guy next door gonna help your speed?
He's gonna pay more, download the same amount and still affect your
connection.



I didn't say charging him more would help me, now did I? So, I don't see
where your question is coming from. But, I'll answer it anyway - three
times:

1) He may download less because of the extra fees, thus freeing up
bandwidth for me and others.

2) The extra money that T-W brings in may let them upgrade the network,
removing the bottlenecks.

3) The extra money that T-W brings in may let them charge me less (not
likely, I know, but still in the realm of possibility).
