If the person buying the product has no local store to go to, then online
is the next choice. Alternatively, calling and talking to real people is
a choice, but these days, language and dialect barriers are way too high
for this to be very effective.
An online site should offer the buyer the choice of pickup identification
method. Choices can include:
1. Show the credit card original used on the purchase.
2. Show a driver's license, with the number given in the purchase.
3. Use a secret password supplied during the purchase.
4. Generate a unique transaction reference ID that can be used.
I would presume the _entire_ transaction, not just sending the card
number,
would be done via encrypted communication (HTTPS), so every aspect of the
transaction should not be available unless your computer has spyware. But
even that can be dealt with using time limits to some degree.
As for the store refund, if the store's actions are the reason for the
transaction to be canceled, I would do it as a chargeback. Ding 'em a
bit for it :-)
Fake drivers licenses are very easy to make.
Why don't you just wire the money to the person and have them purchase the
item at the store?
