Verizon FiOS is no more or less capable than cable of doing 1080p60. FiOS
is just the same set of RF channels modulated as a group onto an optical
wavelength. It's broken into 6 MHz channel slots on the same frequencies
as cable. An optical demodulator would simply output a regular RF spectrum
like you might get from Comcast or Time Warner.

But those 6 MHz channels can be modulated with QAM256 and are in many cable
systems, which is upwards of around 40 mbps capable. That's more than enough
to do 1080p60 even with MPEG2. Of course MPEG4 would be a better choice.

Cable systems won't decide to not do 1080p60 because it can't fit into a
6 MHz channel. Instead, if they choose not to, it will be for a business
reason such as insufficient demand for such an offering, which is almost
certainly only useful for sports.
