Marshall,
I have used Cyperlink Power Director to do 2 of the 3 steps you desire, and
the 3rd step is done easily with a photo editor.
To accomplish step 1, I merely use the HDV capture codec built into Power
Director. No gaps are evident in the captured clip.
Step 2 is admittedly a very weak area of Power Director, but the Multitrim
Editor has "Next Frame" and "Previous Frame" buttons to move through the
captured HDV clip in both directions. The "SNAPSHOT" button (the small
camera icon) then allows the frame selected to be saved as a JPEG image.
Step 3 (if I understand your request correctly) is to select and crop area
of interest within the JPEG image. This is easily accomplished with many
photo editing programs using the JPEG capture file from Step 2 above.
Am I missing something or do I misunderstand your request?

Thnks, we found that Ulead Media Studio 8 does what we need, except it

first one tried, and bought, but then found that it did not do any of
them.

Adobe Premiere Pro, Ulead Media Studio Pro, Sony Vegas, and others can
be
had in the $100 and up range for more professional editing.
On the Mac, iMovie HD 5 and iMovie HD 6 as well as Final Cut Express HD
and
Final Cut Pro HD all do a very nice job as well.
