HD editing software

Does anyone have a recommendation for software for editing HD jpeg
stream from a sony HD camera? All I need to do is a couple of very
simple things, but nothing I have found seems to support it (that is
reasonably priced).

1. Download the video from the camera and write it to to a file without
leaving gaps in the material.
2. Allow me to single step one frame at a time through a section, and
capture any particular frame to a file.
3. Allow me to window an area of interest and generate a jpeg or wm file
of only the information inside that window.
