Yes, rolling horizontal bars are the classic symptom of a ground loop
problem. This appears to be a widespread problem with people getting
their big new HD TV.
If it goes away when you disconnect the cable box, the problem is very
likely that the cable line is not properly grounded to the house ground.
You could call the cable company and ask for a service call to fix the
ground problem. But that could be a good way to waste 1/2 a day waiting
for the guy to show up. Other options are to run the cable coaxial line
through the RF connectors on a surge protector, if you already have a
surge protector with RF connectors. Another option is to get an
isolation transformer. The Jensen Model VRD-1FF is often recommended,
but it costs $40 to $50.
