Quite reminiscent of the 50s LP EQ settings. I can still remember my first
stereo preamp with a choice of RIAA and at least 2 other EQ schemes. The whole
idea was to prevent a loud signal (read Low Freq) from causing the recording
stylus from crashing into the next groove! They eventually resolved it, as did
BETA vs.VHS (at least in this part of the world) . So now it's on to the
HD-DVR wars.
As a former concert sound engineer, I tend to be against compression in any
form, save as a sustain device for stringed musical instruments.

Try going into the HD cable box menu setup and set the audio setup
compression setting to heavy.
Why would you find HEAVY compression a desireable attribute? That changes
the dynamic range of the program in a way that is analogous to reducing the
contrast of the picture.
