Try going into the HD cable box menu setup and set the audio setup
compression setting to heavy.
Why would you find HEAVY compression a desireable attribute? That changes
the dynamic range of the program in a way that is analogous to reducing
the contrast of the picture.
The output of the box is likely higher on average with more compression at
the same level. The output is likely calibrated from peak output rather
than from zero. It is the same problem as not being able to hear music well
on a portable stereo in a noisy area. Sometimes dynamic range is less
desirable.
