I do not think pan and scan is used for TV.
Sure it is. There are a some of TV shows shot 16:9 today that don't
just center-extract all the time. Mostly they all do, but every once
in a while they slide to one side or the other during the telecine from
film.
In a bizzare reverse, before "Frasier" started shooting 16:9, they showed
a few episodes in HD using "tilt and scan" from the 4:3 master.
