If I overload the UPS, wouldn't the entire UPS shut down ?
During the test the TV would not power up, but my DVD player, VCR , and
audio gear was fine.
Again, I plugged it into the proper battery powered outlet.

Just to be perfectly clear... Unplug the TV completely from power. Pull the plug
on the UPS so it is now running on battery power. THEN plug the TV back in to
the UPS. Will the TV turn on? If it will not you have entered the twilight zone.
