I would think two antennas, or one with a rotor. If you use two, you'll need some way to combine the signals.
I used to live in Cambridge (long time ago) and we could get Toronto and Buffalo just fine with one antenna and a rotor. That was before UHF, so all channels were VHF. Reception will be different at different frequencies, so things might be different now.
