But we've noticed that if there's any sort of wind at all we
experience signal dropouts-- the windier it is, the more dropouts
we experience.

The wind is probably causing a nearby tree or something to interfere
with your signal. It's not necessarily the antenna movement. Our
antenna is on a mast about 15 feet above our roofline. Even in very
windy conditions with the antenna moving our reception is unaffected.

1) Should we be able to fix it so that there is little or no signal
interruption, even on windy days?

Look around your neighborhood and see if there are any trees or other
objects that will move around in the wind. if there is, there's not
much you can do.

2) If so, what's the most effective way to avoid dropout: aim
the antenna precisely at each station, or reinforce its mounting?

Install a rotor on your antenna and reinforcing the mounting certainly
can't hurt.

You could also write your Congressperson and ask them why they stuck you with a digital TV modulation that can't handle trees blowing in the wind.

It was not necessary. Most countries have a modulation that can handle multipath like this easily.

You might also look into a LG 5th generation chip based receiver. Unfortunately the only ones out so far are PCI and USB based. The DVICO HDTV Gold5 and the BBTI are the only two I know of.

They should be able to handle your problem.

Don't ask why no one is making even these minimally acceptable receivers in STB form. It is a long story. Especially when a country 1/16th our size, Australia, has a hundred models to chose from which are heavily advertised. One of which is from LG Industries which holds the patents to the US modulation but says it can't make money in the US while it can in Australia.

Go figure.
