I had a problem recently where my DTV tuner would no longer decode one of the local OTA stations. I found the station's web site. After hunting around the "contacts" area, I found the email address of the engineering dept. I sent an email describing the problem. We exchanged a couple of emails and got the problem corrected.
Turned out that he had made some changes to PSIP that were incompatible with my tuner. He had tested with several other tuners that he had. Unfortunately mine was not one of them. He got it corrected in short order, though.
My rcommendation is to find the web site of your local station and see if they have an email address to submit your feedback.
